New Staff Reply: IMAGR error

I have looked at the routine that figures out how many
channels can be done at once.  Its idea of overhead
was not quite right - leaving the possibility of thinking
it could do one more channel/facet than would really fit.
I changed that routine to be more correct and changed the
QINIT that allows dynamic AP to be a bit forgiving about
the upper limit.

These should help - I do not think it is user error.
