[daip] The new version of TARS

The new version of TARS is available in AIPS now.
The U,Q as a function of frequency given at the input file can be 
recalculated now using the set of components given at the input file.

The components: Rotation Measure, Amplitude and Phase should be labeled 
by symbol "M". The number of the model components is not limited.

The new version of TARS will be the better tool to test the Faraday 
Rotation synthesis task FARS.
