New Ticket: VLBAEOPS/VLBATECR  31DEC31 AIPS

Not really a bug - but could be a gotcha for unwary users:

I just ran VLBATECR and then VLBAEOPS in succession on a file.  What happens
is that VLBATECR leaves INFILE set, pointing at its jplg file.  Then VLBAEOPS
runs, but produced a garbled CL table, as, due to INFILE still being set, 
it was working from a jplg file that had nothing to do with the usno_finals.erp it was expecting

Probably it would be safer for VLBATECR to reset INFILE, or perhaps for
VLBAEOPS to do some sanity checking on its input file.
