figured it out.  also needed:

sysctl -w kern.sysv.shmall=4096

so, just the two commands:

%sysctl -w kern.sysv.shmmax=16777216
%sysctl -w kern.sysv.shmall=4096

are enough.  at least on my new laptop.

note also that the binary install isntructions on the web page should really include the instructions to modify /etc/services since AIPS won't work without that.
