[daip] VLBAEOPS in TST version

The procedure VLBAEOPS is failing in the TST version. It is complaining
that the "file to be read doesn't exist" even though it downloaded the .erp
file:

Its inputs are:

When I run this procedure under version 'NEW', it works fine.
