The data in the NRAO archive is public after a proprietary period which 
is usually 6 months.  After that, anyone may take them - whether or not 
they currently have a research job, grants, etc.

The same applies to AIPS except that there is no proprietary period - 
help yourself.  http://www.aips.nrao.edu/

Note that AIPS requires either a Mac OS/X or a Linux operating system. 
It does not work under Microsoft Windows.
