you might have a problem in the S-band selection in FLMBC in FILLM.  the definition of the band edges looks like:

      DATA VLOW, VHIGH, BBAND
     * /  0D6, 150D6, 0.7D9, 2.D0, 4.D9,  8.D9, 12.D9, 18.0D9, 26.5D0,
     *  40.0D9,
     *  150D6, 700D6, 2.0D9, 4.D0, 8.D9, 12.D9, 18.D9, 26.5D9, 40.0D0,
     *  56.0D9,
     *   '4',   'P',   'L',  'S',  'C',   'X',   'U',    'K',     'A',
     *     'Q'/

i think you want 2.D9 and 4.D9 (rather than 2.D0 and 4.D0) for S-band and 26.5D9 and 40.0D9 (rather than 26.5D0 and 40.0D0) for Ka-band.

though maybe it's a moot point since we won't fill EVLA data (which is all that has S- and Ka-band) via FILLM.
