[daip] bad file in tar ball

Hi,  I downloaded the 31DEC12 tarball this morning and it failed in compilation this afternoon because of a misplaced comment card on line 4353 of UVUTIL.FOR.  My tarball passed the md5sum check so I'm assuming the file came that way.  Anyway, adding the comment fixed the problem.
