New Ticket: Estimation of atmospheric zenith residual in astrometry

We would like to compute a model phase with a position offset and a zenith delay error at each antenna and perform a least-squares fit to the phase-referenced phase.
Are there any tasks to work out above things in AIPS?

We know that AIPS task "DELZN" derives the zenith residual and clock error with geodetic-like observation and "CLCOR" can apply the derived residuals.
However, we would like to estimate zenith residual 'without' geodetic-like observation.
