Are you just trying to subtract a constant?  The RESCALE verb will do 
that.  Otherwise you need in some way to make a real image of the real 
background.  That image may be rescaled and resampled with tasks like 
OHGEO or HGEOM.  PATGN is a way to make an arbitrary image but this does 
not sound all that arbitrary...
