[daip] aips update

A few days already I'm having trouble updating AIPS.
I am at the compact array so that could cause it, but
I doubt it. So here is the error message I get:

rsync: failed to connect to ftp.aoc.nrao.edu: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(107) 
[receiver=2.6.8]
