New Staff Reply: MAXSOU limit in FITLD?

I have made a fix - the parameter setting needed to be in 
its own local include and appear everywhere.  While at it,
I doubled the max number to 5000.  There may be issues all
over AIPS since there is no global MAXSOU.  (Our initial
thinking was probably along the lines of e.g. 10!)
