Since install.pl did not finish it did not do two lats things for you

RUN FILAIP
8 2

Then

RUN POPSGN
0 POPSDAT TST

plus an additional carriage return

That will solve these problems.

PRTAB and RSTOR (only thing in QPGM) are not complicated.  PRTAB is very 
useful so you need to try to get it.

COMLNK $APLPGM/PRTAB NOOPT

should get you a version and the optimization is not important.
