[daip] channel padding

dear Eric et al.

is it possible to pad a dataset with (empty) contiguous channels?

i'm trying to add DnC to CnB, where we shifted between the two epochs 
by an integer number of 2-mhz channels to cover the line. we're 
struggling to combine the data without losing two lots of channels and 
gaining none (we appreciate that any solution will be a "bodge").
