It was although the photography did not turn out so well.

Did you copy the file for 2011 from the VLA web site?  That is what the 
wget or surl are attempting to do.  VLANT is smart enough to look for 
each year in $AIPSTARS first, so you have done the right thing.  The 
task cannot deal with prohibitions in local firewalls.  That is a local 
issue.
