New Staff Reply: Weird data from AT345, 2007Dec12, mix of EVLA and VLA antennas

Don't use quack.  Use TVFLG with dparm(6) 10.
The bad times will be visible as a row in some or all baselines
with empty rows on each side.  True scans show up as solid blocks with
multiple rows each (and perhaps a ragged start which I usually also
delete).
