New Staff Reply: labeling and color wedge in SPFLG/TVFLG

I finally got a good idea on this - the labeling for the image
X axis will go at the top if there is a wedge at the bottom and 
the wedge will get its intensity labels.  Should be fixed by
tomorrow's MNJ (assuming CfA runs one on Saturday).
