This error arises usually when the lock daemon process has disappeared.
The easiest way to repair this normally is to reboot the computer - note
that I am assuming that aips has worked on this machine in the past.  We
have encountered machines that do not run a lock daemon at all, but aips
requires the ability to lock files.
