New Staff Reply: Polarization calibration

This guideline came from an experienced polarization user who found
that his D term solutions were adversely affected by having run 
BLCAL in a circumstance in which corrections as large as 10% were made.
BLCAL only does RR and LL and does not make any correction to the
RL and LR correlations.  You might wish to do PCAL before running BLCAL
and see if it makes a difference.

Since BLCAL does non-closing things it is a worry in its use.  It might
actually improve the EVLA-VLA baselines done before PCAL but I suspect
that the RL and LR polarizations also have offset problems.  Fortunately
it appears that the EVLA by itself does not need BLCAL.
