New Staff Reply: MGMOD issues with LISTR and SNSMO

I have modified LISTR to apply the global gain factor and changed
SNSMO and CLSMO to have an adverb that controls what is done with
the global gain factor.  NORMALIZ < 0 => leave it as it is, 0 =>
change it if it is not 1.0, > 0 => change it.  VLA people may not
want any normalization so a control is needed.

This is all in 31DEC11 and will update tonight.
