New Staff Reply: REBYTE on directory with long file name.

REBYTE allowed a string up to 72 characters.  You are again
excessive.  I changed the lowest level routine to read up to 256
characters and REBYTE to request up to 192.  The low level
routine will now check if the string read is longer than the
one requested.  That information was totally unavailable to
REBYTE itself.  Note that REBYTE creates a logical = input
string so that the 48 character limits down low in AIPS are
not an issue.
