My thought is that POPSGN failed to run.

cd $AIPS_ROOT
source LOGIN.CSH      (or . LOGIN.SH for bash)
$CDTST
RUN POPSGEN
0 POPSDAT  TST
<cr>

This should do it.  The adverb is defined in POPSDAT.HLP so a HELP 
POPSDAT in aips should show it near the end.
