        Had an error in UVFRQS when the BCHAN, ECHAN, nad number of
        channels were inconsistent.  This should never happen but
        Fraser provoked the similar IF test.  The fix up for frequency
        used the number of IFs rather than frequencies.
        Moved nowhere.
