[daip] observation code

Fraser reported that a 9-character code for future observations is being 
planned.  I would like to point out that AIPS can handle 8 characters 
easily but that the 9'th character would have to be dropped.  Since the 
observation codes get used by archives, libraries, search engines etc. 
it would not be good for users to read the obs code from the aips header 
a year or more after they forgot the actual one and report an incorrect 
one to the library with their paper.

Can it be changed?  The 6 character one has worked fine and the 
telescope name is carried as a separate parameter a number of places.
