New Staff Reply: Problem with SPLIT and polarization calibration

SPLIT and SPLAT took the (guaranteed) absence of the POLTYPE
keyword as a serious error.  Fortunately, it came at the very
end so all should be well.  Note that this error is in 31DEC07
and I think the keyword was not present then either.  Maybe 
there was a pure copy until recently and so the keyword was
present.

Changed ANSEL to do the polarization cal fixup so that SPLIT
and SPLAT do not have to (and other tasks applying cal to an
output do not have to do what they didn't do but should have).
