AIPS does test the TV adverbs against the system TV parameters which it 
gets from a TVOPEN.  The only way that GRCHAN could be limited to zero 
is if AIPS cannot do a TVOPEN (it does this silently if NGRAPH <= 0) at 
the time of doing an INPUTS or GO.  Is the particular AIPS denied the TV?

I have not seen this problem except when there is trouble talking to the 
TV...
