The files $AIPS_ROOT/AIPSPATH.SH and .CSH define OLD, NEW, TST.  You can 
edit them to make TST 31DEC09, NEW 31DEC08, and OLD 31DEC08 (or earlier).

I don't know why one would need both versions - I suppose trying 
version=;new' if the tst version fails is always an informative test, 
but there are not a lot of differences at present.  There will be more 
as the year advances if you keep uup to date with the MNJ 
(do_daily.hostname in your home directory).
