[daip] VLBATECR/VLATECR/TECOR question

Hi Hanno,

VLBATECR does not look at the telescope name.  It just gets the dates and the 
times to select the files.  The IONEX files are global, so it doesn't matter 
what telescope is being used, at least not for the files.  TECOR uses the 
antenna positions.
