[daip] Problem with AIPS TV

Consult the AIPS Manager FAQ obtained from the aips web page 
(www.aips.nrao.edu) to see how to declare Inet services in your 
computer.  If you start aips with the command-line argument tv=local you 
will not use Inet services but rather Unix sockets and the TV should 
come up and stay.
