[daip] VLANT file missing?

Dear DAIP,

   VLANT seems to be broken at the moment.  When running on my desktop
(scamper), on data from either 2006 or 2007 (I've not tried any others yet),
I get an ERROR 2 OPENING FILE FOR YEAR 2007.  This was true on my laptop
over Christmas as well, but I thought that might be a laptop or end-of-year
issue.  Inputs and outputs are given below.  I get the same error in
31DEC07.
