[daip] TST/TVFLG on Stokes RLLR seems to load RR or LL when displaying IF 2

Yes, I messed up the logic in the gridding routine revised recently
for NCHAVG and CHINC.  It has been repaired (as of 10 pm anyway).

The apparent problems with UVPLT were corrected by using the revised
TVFLG to get rid of horrendous bad data.
