I need to ask a question then - did you compile aips locally or use
the binary installation?

I would guess that the install.pl did not really finish.

cd $AIPS_ROOT
source LOGIN.CSH          (or  . LOGIN.SH for bash shells)
$CDTST
RUN POPSGN
0 POPSDAT TST
<cr>

This runs the language generator - the DA00 area was empty because the
other service task run after the link edits also was not run.

cd $TST/$ARCH/INSTALL
grep -v "-" *.LIS

to see if things did not link edit.
