[daip] Something seems to have broken in FITLD in the last couple of weeks

FITLD/UVLOD are now fixed for old as well as new FITAB outputs.  The
one limitation is that the written table controls the compression
state of the output.  The benefit is that extraneous history records
will no longer be around to confuse unwary software packages (not
AIPS).

A MNJ tomorrow morning (after 10pm MDT tonight) will repair things.
