I have changed FITAB so that it no longer writes all the HISTORY AIPS
cards and have changed UVLOD to be smart enough to handle the
complicated UV table header and recreate the UV file as needed.  I
added to UVLOD and IMLOD a counter that causes the last non HISTORY
AIPS card to prevail over any HISTORY AIPS card.  The changes were
also migrated to FITLD's copies of UVLOD and IMLOD.
