In AIPS if you put the final ' it capitalizes everything on the inside. If you
leave it off it will leave it as you type it. So if you type:
INFILE 'FITS:AG752_A070811.xp rather than INFILE 'FITS:AG752_A070811.xp' it
should work.

P.S. to test if something is set up as an environmental variable, outside of
AIPS, type something like 'ls $FITS' and see if it gives you something sensible.
