Well, there's your problem...the first executable line of your START_AIPS sets 
AIPS_ROOT=/home/AIPS, a previous e-mail says your AIPS_ROOT should be /use/aips. 
  I don't know how that got set (that is what it is here), especially since your 
LOGIN.SH seems to be correct.  The easiest way to correct this (and change all 
the AIPS_ROOT definitions, in case it is not just START_AIPS) is to:

cd /usr/aips (to $AIPS_ROOT)
. LOGIN.SH (or source LOGIN.CSH)
AIPSROOT.DEFINE
