[daip] miranda leap seconds not up to date

Walter,

It is supposed that the user has to use BPARM(2) for explicit 
introduction of the leap second practically always. So right now use 
BPARM(2). If BPARM(2) .EQ.0 (your case :) ), then the subroutine LPSEC 
is used to calculate the leap second.

We'll discuss the best way to update LPSEC tomorrow.
