[daip] Problem with CRSFRING

We think we know the problem in BLAVG and it causes the averaged data
to be an extremely badly weighted average.  Changing whether the
weights are calibrated changed this results of this error but not the
fact of the error.  Amy plans to test this to see if we have
discovered what is wrong or if there are more problems.  Note that
weights for VLBI should have always been calibrated and once were
until the VLA caught up to the VLB practise.
