[daip] Fillm and tipping scans

In FILLM special requests must be made to load holography, planetary or 
pointing scans. The ohter special observing mode, tipping scans, seem to be 
loaded by default which seems to be at odds with the first mode defaults.

Could I suggest a change in FILLM's default behaviour, ie to skip tipping 
scans unless the user specifically requests tipping scans to be loaded?

Currently tipping scans break the VLA pipeline
