[daip] PUTVALUE INSEQ limit too low.

PUTVALUE has an upper limit to INSEQ of 999.  Most other tasks have at
least 9999 and I often use numbers above 1000 (In my bookkeeping scheme,
below 999 is a self-cal iteration number, above is an alternate image for
that iteration).   The upper limit seems arbitrary and I'm not clear on
why there is one at all besides what can go in an integer.  Please
increase the one in PUTVALUE.  Other help files with this low limit are
IMVAL, QIMVAL, TABGET, and TABPUT (from a grep in the help file area).

Priority low.
