IM2UV has a scaling controlled by FLUX.  If you set it to -F where F
is the peak flux in the input UV data set, then the peak flux in the
IM2UV output data set will have that value and all others will scale.
The FFT of a dirty image that has no zero spacing will have little
value at the center so FLUX=+F will lead to a bad scaling and FLUX=0
does who knows what.
