[daip] SPLAT file, new problems

The problem with the warnings about the CQ tables is now fixed.

However, I am now encountering a problem when I try to run CVEL on the
file that was outputted by SPLAT: namely, CVEL does not shift the VLA
antenna.  This problem does not occur when I run CVEL on the original
(non-SPLATed) file.
