The LD_LIBRARY_PATH (or the Max equivalent) is set in AIPSPATH but it
is only set if $SYSLOCAL has either RSYNC.ME or RSYNC.MASTER files.
The former is for binary MNJ sites and the latter for here.  If you
did a binary install youo should have the RSYNC.ME file in $SYSLOCAL.
