[daip] VBGLU no CQ follow-up

I attempted to make a CQ table by hand from the two files I glued
together. I TBINed it into the glued file and it became CQ1. PRTAB shows
that the table looks as I expect -- a single row, but now with 4 IFs at
the proper frequencies, ...
Even though this table is present, any task wanting to use it claims:

Does a flag bit have to be set somewhere that indicates this table exists?
