You are expecting me to know details of VLBI conventions which is
really expecting a lot.  I have asked some VLBI experts about this but
they are on vacation.

What is your continuing problem with POLCALA/B?  Is it complaining
about empty columns?  I believe that the VLBA simply says two and
writes 0s thereby leaving the column to receive data when/if it is
available.  I would worry that PCAL wants to update a table not write
a new one (I have not looked and have no time this minute) and an
empty column would force a new table to be written.

I will not claim that the IDI document is properly supported by FITLD
although an effort has been recently made.  The task was written by
Phil Diamond and, if you have read CHANGE.DOC, over the years you will
be aware of what that (unfortunately) means.
