This sounds like the execution of POOPSGN did not work.

cd $AIPS_ROOT
source LOGIN.CSH    (or . LOGIN.SH in bash)
RUN POPSGN
0 POPSDAT TST
<cr>

then try aips with some new number.  If it still fails there should be
some messages as it starts up
