TPMON1 is used for disk files, TPMON2 is for tape drive 1, TPMON3 is
for tape 2 and STARTPMON script often shows as defunct and is not
something the AIPS.EXE talks to at all.

This usually arises when users abuse the system - aborting AIPS with a
kill -9 and/or removing the tape physically rather than with a
dismount.  The TPMONn for that tape drive needs to be killed and
restarted.  If the AIPS was not killed a dismount would work probably
but since it is allowing a mount command, AIPS has been put in a wrong
state.
