[daip] Step-by-step VLBA guide

Hi Amy et al.

I'm wondering if it's time to update the step-by-step VLBA
guide.  Things that might go in there:

(1) Updated source for GPS files
(2) How to use the SCHED .flag file to flag your data
    (a necessity for observations with VLA and GBT that
      don't tell you when the telescope is on source).
(3) How to fix up your data to use the latest EOP.
    (Obviously needed for our recent foul-up, but maybe
       also needed for the streamlined correlation we're trying
        to do with Mark 5.)

Anyway, just a thought.
