How do you suggest that VLBAFIX could detect this *not* very simple 
case?  I'm not even sure how to fix it, even if VLBAFIX could detect it.

Anyway, do your two passes have different freqs?  If yes, then you 
should load the passes separately (you should do that in all cases with 
multiple passes anyway, appending the data just confuses things), then 
run VBGLU.  If you don't want to reload you could try using UVDGP to 
copy the different passes.
