Actually I am a bit confused by the meaning of the word you use
"hanging".  Is it AIPS or the TV display that hangs?  In the linser
case you show a prompt and the other you do not - is it the TV that is
missing or aips itself that does not start?

If the latter, I wonder if the 2nd machine is having trouble making
your message and catalog files which is its first action after you
type a user number.  Chaeck the 1st data area for MS and CA files
belonging to user 100 and the 3rd data area for a CA file.  Check /tmp
for a file belonging to XAS1 (the socket).
